The São Paulo State Public Transport Regulatory Agency (ARTESP) is a state authority responsible for regulating and supervising all forms of public transport services authorized, permitted or granted to entities governed by private law. It is up to the agency to implement the state transport policy; exercise regulatory power; elaborate models of concessions, permissions and authorizations; ensure the provision of adequate services; ensure the preservation of the economic-financial balance of the contracts; and encourage the improvement of the provision of public transport services.
